NCC Charts Path to Secure and Regulated A2P Messaging Ecosystem, Addressing Fraud and Revenue Leakage

In a momentous gathering of key stakeholders from the telecommunications industry, the Nigerian Communications Commission (NCC) convened a Virtual Stakeholders’ Forum on December 20, 2024, to deliberate on the Draft A2P Messaging Services Licensing Framework.

The Executive Vice Chairman (EVC)/Chief Executive officer (CEO) underscored the pivotal role A2P messaging plays in Nigeria’s digital economy.
Reflecting on the essence of A2P messaging, Dr Maida emphasized its critical role in modern communication. “From transactional notifications to promotional campaigns, A2P messaging enhances efficiency and supports socio-economic development,” she stated. The platform, she noted, benefits the government, consumers, and industry stakeholders alike by driving innovation, ensuring transparency, and fostering a competitive telecommunications landscape.
The forum was a call to action for addressing pressing challenges in the A2P messaging space, including consumer protection, fraud prevention, and revenue leakage. EVC articulated the NCC’s commitment to inclusivity and collaboration, highlighting the importance of stakeholder feedback in shaping a robust and sustainable regulatory framework.

Addressing Gaps in Regulation: The current lack of regulation in Nigeria’s A2P messaging ecosystem has led to fraud, spam, and revenue loss. The proposed licensing framework seeks to centralize message routing, ensure data security, and promote market fairness.

Presentation on Framework Overview: Mrs. Truddy Tony-Awusaku, Assistant Director of Licensing and Authorization, provided a detailed overview of the proposed framework, covering its objectives, technical requirements, and benefits.
