NAICOM-NCAA Collaboration: A Milestone in Aviation Insurance Governance

On January 22, 2025, a groundbreaking partnership was solidified in Abuja, Nigeria, as the National Insurance Commission (NAICOM) and the Nigerian Civil Aviation Authority (NCAA) inaugurated a Joint Technical Committee to address critical aviation insurance issues. This collaboration, formalized at NAICOM’s office, marked a significant milestone in Nigeria’s regulatory landscape.

Dr. Usman Jankara, Deputy Commissioner Technical at NAICOM, stood in for Commissioner Olusegun Ayo Omosehin, setting the tone for what he described as a “new era of synergy and accountability.” He welcomed the NCAA delegation led by Mrs. Rominiyi F. Dorcas, highlighting that this initiative reflects NAICOM’s unwavering commitment to protecting policyholders and ensuring fair compensation in the event of aviation accidents.

For years, NAICOM faced public misconceptions about its role, often perceived as favoring insurance operators over policyholders. This initiative is a deliberate step to correct such narratives. The Joint Technical Committee is tasked with addressing critical issues, including verifying the validity of insurance certificates, resolving airline complaints, and conducting workshops for stakeholders.

Mrs. Dorcas, the NCAA’s Deputy General Manager of Financial Health & Aviation Insurance, emphasized her team’s dedication to the committee’s objectives. “We are fully committed to ensuring the success of this partnership, as it directly impacts the safety and security of our aviation sector,” she stated.

The committee’s terms of reference include crucial mandates, such as periodic reviews of minimum insurance coverage for aviation operators and coordinating joint training programs to enhance stakeholders’ understanding of aviation insurance. Dr. Jankara highlighted the need for flexibility and automation in implementing these directives, confident in the committee’s ability to deliver due to the expertise of its members.

Reflecting on this collaboration, the Assistant Director of Special Risk at NAICOM, Mr. Ajuyah Omeresan Alfred, expressed gratitude for the initiative. “This partnership underscores our resolve to foster an efficient aviation sector, safeguarding both operators and policyholders,” he remarked during his vote of thanks.
