Nigeria Customs Service Applauds Stakeholders’ Role in Shaping and Implementing NCS Act 2023

The Nigeria Customs Service (NCS) has acknowledged the pivotal role played by stakeholders in the emergence and implementation of the Nigeria Customs Service Act (NCSA) 2023. This groundbreaking legislation, which replaces the outdated Customs and Excise Management Act (CEMA), was the result of broad consultations, strategic discussions, and collaborative engagements with industry leaders, government agencies, and other key players. Their contributions helped shape a modern legal framework aimed at enhancing efficiency, fostering innovation, and improving transparency in customs operations.

Assistant Comptroller of Customs and National Public Relations Officer, Abdullahi Maiwada, speaking on behalf of the Comptroller-General of Customs, Bashir Adewale Adeniyi, emphasized the significance of Section 18 (1) of the NCSA 2023, which mandates the implementation of a 4% charge on the Free On-Board (FOB) value of imports. This charge, calculated based on the cost of goods and transportation up to the port of loading, is essential for ensuring the service’s effective operation.

However, concerns have been raised by stakeholders regarding the simultaneous collection of the 1% Comprehensive Import Supervision Scheme (CISS) fee alongside the 4% FOB charge. In response, the NCS reassured the public that ongoing consultations with the Federal Ministry of Finance are aimed at addressing these concerns to ensure a balanced and transparent approach.

Reflecting on the collaborative efforts that led to the enactment of the NCSA 2023, the NCS reaffirmed its commitment to fair trade practices, revenue optimization, and operational efficiency. Under the leadership of Comptroller-General Bashir Adewale Adeniyi, the service urges all stakeholders to support the implementation of these reforms, which are designed to align customs operations with global best practices while safeguarding the interests of all parties involved.
