In a decisive step toward transforming Nigeria’s telecommunications sector, the Nigerian Communications Commission (NCC) has partnered with Sweden’s development finance institution, SWEDFUND, to launch a groundbreaking Quality of Experience (QoE) initiative. This strategic collaboration, sealed through a landmark grant agreement, signals a major shift in how telecom services are monitored, optimized, and regulated in Nigeria.

With Swedish Ambassador to Nigeria, Annika Hahn-Englund, in attendance, the signing of this agreement underscored Sweden’s commitment to supporting Nigeria’s digital transformation. The initiative will deploy a cutting-edge Crowdsourcing Quality of Experience Project, leveraging real-time user data to assess network performance across the country.

This forward-thinking approach marks a shift from traditional regulatory oversight to a consumer-driven model, where telecom users actively contribute to shaping service quality. By harnessing real-time analytics, the NCC will be equipped to detect and address network inefficiencies, such as dropped calls, slow data speeds, and poor coverage.

Reflecting on past regulatory efforts, this initiative stands as a major leap from previous quality assessments based on periodic audits and telecom providers’ self-reported data. For years, Nigerian telecom users have faced inconsistent service delivery, often with limited recourse. With this system in place, the NCC will now have concrete, actionable insights to hold telecom providers accountable and enforce compliance with service quality standards.

More importantly, this collaboration between NCC and SWEDFUND sets a precedent for international cooperation in telecom regulation.
