NCAA Warns Airlines: Obey Currency Rules or Face Sanctions

The Nigeria Civil Aviation Authority (NCAA) has issued a firm warning to all international airlines flying into Nigeria, reminding them to fully comply with currency declaration regulations or face serious sanctions.

In a statement released this week, the NCAA reiterated the importance of enforcing its earlier directive, referenced NCAA/CPD/ABV/298, first issued in April. The rule requires airlines to notify inbound passengers of their obligation to declare any cash or Bearer Negotiable Instruments (BNIs) exceeding $10,000 or its equivalent.

The directive is part of Nigeria’s efforts to strengthen its anti-money laundering and counter-terrorism financing measures in line with international best practices.

According to Michael Achimugu, NCAA’s Director of Public Affairs and Consumer Protection, the Authority has received reports that some airlines are yet to implement the measures.

“Airlines must make in-flight or pre-landing announcements and distribute declaration forms before arrival,” Achimugu stated. “Non-compliance will attract penalties.”

He emphasized that full airline cooperation is crucial to supporting Nigeria’s financial security and border control strategy.

The NCAA confirmed it will continue monitoring airline compliance and will not hesitate to impose sanctions where necessary.

Passengers arriving in Nigeria are legally required to declare large sums of money at the point of entry, and airlines are expected to facilitate this by informing travelers and providing the necessary documentation.

Airlines are urged to act immediately and avoid enforcement actions.
