Customs Replaces Fast Track with AEO for Smarter Trade

The Nigeria Customs Service (NCS) is replacing its long-running Fast Track Scheme with the globally recognised Authorised Economic Operator (AEO) Programme, in a move aimed at streamlining trade and aligning with international standards.

The transition, effective December 31, 2025, is part of efforts to modernise customs operations and improve Nigeria’s ranking on the global trade index. Backed by Sections 108 to 111 of the Nigeria Customs Service Act, 2023, the new scheme is built on the World Customs Organisation (WCO)’s SAFE Framework of Standards.

Speaking on the development, Dr. Abdullahi Maiwada, Assistant Comptroller of Customs and National Public Relations Officer, described the AEO Programme as a compliance-based model that rewards trustworthy businesses with trade facilitation benefits.

“These include pre-arrival clearance, reduced inspection, faster cargo release, and possible mutual recognition with other customs administrations,” Dr. Maiwada said.

All companies currently enjoying Fast Track privileges must migrate to the AEO platform by applying through the official portal: aeo.nigeriatradehub.gov.ng. Only those approved under the new programme will continue to access streamlined customs procedures beyond the December deadline.

To guide stakeholders through the transition, the NCS will host an Engagement Forum on Wednesday, August 6, 2025, at Bon Hotel, Ikeja, Lagos. Importers, exporters, logistics providers, terminal operators, and licensed customs agents will receive briefings on the AEO’s objectives, application process, and eligibility requirements. Participants will also interact directly with customs officers overseeing the AEO rollout.

The Customs Service urged eligible operators to embrace the programme, stating that it supports a more secure, transparent, and efficient trading system that benefits both businesses and the government.

“The AEO Programme is about trust, speed, and security. It’s a smarter way to trade,” the Service stated.
