The Independent Petroleum Marketers Association of Nigeria (IPMAN) has directed all its members who have not yet registered with the Dangote Refinery and Petrochemicals Company Limited to complete their registration immediately, ahead of the launch of direct fuel supply on Monday, 15th September 2025.

The directive, issued in a memo by IPMAN President Alhaji Abubakar Maigandi and National Secretary Hon. James Terlumun Tor, underscores the urgency for members to align with the refinery’s operational schedule. According to the memo, members who have completed registration are already required to commence payments to the refinery to facilitate seamless product loading and distribution.

“IPMAN members who have already registered with Dangote Refinery and Petrochemicals Co. Ltd are directed to resume immediate payment to enable product loading and direct supply to buyers’ locations across the country,” the memo read. “Members who are yet to register are urged to go ahead with their registration without delay.”

A Step Towards Streamlined Distribution
This move comes as part of broader efforts to improve Nigeria’s downstream petroleum sector, particularly in ensuring reliable fuel supply and reducing dependence on importers. For years, independent marketers have faced challenges related to supply bottlenecks, logistical constraints, and operational inefficiencies at traditional depots.

By partnering directly with Dangote Refinery, IPMAN aims to mitigate these challenges, allowing marketers to access petroleum products efficiently and reliably. Industry experts say this initiative could significantly reduce congestion at filling stations, enhance timely delivery, and provide consumers with more consistent access to fuel.

Reflecting on Past Efforts
IPMAN’s collaboration with Dangote Refinery is the latest in a series of initiatives aimed at improving distribution and market efficiency. In previous partnerships with private local refineries, the association saw that early registration and compliance with operational protocols led to smoother product flows and fewer delays in supply. These past experiences underscore the importance of structured engagement between marketers and refiners, particularly as Nigeria continues to grow its domestic refining capacity.

Potential Impact on the Industry
Analysts suggest that this direct supply model may reshape Nigeria’s fuel marketing landscape. By enabling independent marketers to procure products directly from one of Africa’s largest refineries, the initiative could strengthen local participation in the petroleum value chain, reduce fuel import dependency, and support the country’s energy security objectives.

As the deadline approaches, IPMAN members are under pressure to meet the registration requirements and secure access to the refinery’s products, positioning themselves to take advantage of a historic moment in Nigeria’s downstream petroleum sector.

Looking Ahead
The coming weeks will be closely watched by industry stakeholders, as the effectiveness of this direct supply arrangement will likely set a precedent for future collaborations between private refineries and independent marketers. For consumers, the expectation is that increased efficiency at the distribution level will translate into more stable fuel availability and potentially more competitive pricing across the country.
