Since assuming office, Michael Achimugu, a key figure at the Nigerian Civil Aviation Authority (NCAA), has made remarkable strides in reshaping the Authority’s consumer protection landscape. In a detailed reflection shared on his social media, Achimugu outlined several milestones that have set new benchmarks for aviation consumer rights in Africa.
Among his notable achievements, Achimugu received commendation from the Secretary-General of the African Civil Aviation Commission (AFCAC), who lauded the Authority’s work as exemplary for the continent. He also spearheaded a collaborative effort with the Sierra Leone Civil Aviation Authority, providing technical support to strengthen their consumer protection department.
Under his leadership, the NCAA has seen unprecedented enforcement of consumer protection regulations (Part 19), resulting in the highest volume of passenger refunds and compensations in the Authority’s history. For the first time, airlines faced sanctions for delayed refunds—a measure previously thought unattainable.
Achimugu has revitalized the once lethargic Consumer Protection Directorate, introducing new uniforms, improving staff morale, and leveraging social media to amplify successes. Case resolution timeframes have significantly improved, and cross-directorate collaborations have strengthened internal operations.
International recognition has followed, with commendations from civil aviation authorities worldwide. Enhanced stakeholder engagement has transformed operator relations into genuine partnerships, bolstering case resolution rates. Public trust in the NCAA has also grown, fueled by increased transparency, passenger education campaigns, and consistent enforcement of rights.
A key milestone under Achimugu’s leadership was overseeing the automation of the consumer complaints portal, completing a project initiated by his predecessor. He has also prioritized staff training, ensuring officers remain well-versed in regulatory frameworks.
Further achievements include renovating consumer protection offices across major airport terminals, initiating collaborations with Nollywood for public awareness, and solidifying the NCAA’s Consumer Protection Directorate as a leading aviation consumer protection body in Africa.
Despite receiving offers to replicate his work abroad, Achimugu has chosen to continue his service in Nigeria, attributing much of his success to the support of NCAA Director-General Capt. Chris Najomo and the trust of Honourable Minister of Aviation and Aerospace Development, Festus Keyamo SAN.
Through these efforts, Achimugu has not only transformed operations but has significantly raised the profile of the NCAA, ensuring that passengers’ rights are protected and that consumer protection remains at the forefront of Nigerian civil aviation.
