NAICOM, FRSC, NHIA Unite to Boost Road Safety and Enforce Insurance Compliance Under NIIRA 2025

In a renewed commitment to safer roads and stronger insurance compliance across Nigeria, three key government agencies — the National Insurance Commission (NAICOM), Federal Road Safety Corps (FRSC), and National Health Insurance Authority (NHIA) — have entered into a strategic partnership to enhance road safety and emergency response systems under the newly enacted Nigerian Insurance Industry Reform Act (NIIRA) 2025.

The collaboration was formalized during a high-level meeting held on Thursday, October 23, 2025, at the NAICOM Headquarters in Abuja. The engagement followed a courtesy visit by the FRSC Corps Marshal, Shehu Mohammed, mni, to the Commissioner for Insurance, Mr. Olusegun Ayo Omosehin, where both leaders reaffirmed their commitment to improving Nigeria’s road transport ecosystem through innovation, technology, and coordinated action.

FRSC Pledges Support for Insurance Reforms

 

Speaking during the meeting, Corps Marshal Shehu Mohammed congratulated NAICOM for the successful enactment of the NIIRA 2025 — a landmark legislation that has redefined the structure of Nigeria’s insurance industry and introduced comprehensive reforms to strengthen compliance, transparency, and accountability.

He emphasized that the FRSC’s mandate of ensuring road safety would be more effective with closer cooperation between both institutions, particularly through data integration that supports rapid verification of vehicle insurance and accident response.

“We are ready to collaborate with NAICOM to digitize motor insurance verification and create a data-sharing framework that allows quick access to accurate information. This will help eliminate fake motor insurance policies and ensure that genuine policyholders benefit from prompt compensation in the event of accidents,” Mohammed stated.

 

The Corps Marshal also noted that the partnership would improve emergency rescue operations and facilitate compensation to victims, stressing that data-driven systems are essential to modern road safety management.

 

NAICOM Outlines Benefits of NIIRA 2025 for Road Users

 

In his response, Mr. Olusegun Ayo Omosehin, the Commissioner for Insurance, expressed appreciation to the FRSC for its support and pledged NAICOM’s full cooperation to ensure the success of the initiative. He described the NIIRA 2025 as a game-changing reform that has strengthened the enforcement of compulsory motor insurance and established a compensation framework for road crash victims.

 

“The NIIRA 2025 has given the industry a renewed legal foundation to protect road users and enhance public confidence in insurance. The Act also provides for a special fund to compensate victims of road accidents, with the FRSC playing a vital role in its management,” Omosehin explained.

 

The Commissioner noted that the collaboration between NAICOM, FRSC, and NHIA will enable seamless verification of insurance coverage, improve compliance enforcement, and ensure faster medical response for accident victims.

 

NHIA Commends Collaboration, Promises Stronger Medical Response

 

Representing the National Health Insurance Authority (NHIA), Mr. Ajodi Nuhu Nasir lauded the synergy among the three institutions, describing it as a significant milestone that would bridge the gap between insurance, healthcare, and road safety enforcement.

 

“This partnership will not only make Nigerian roads safer but also ensure that accident victims receive timely medical care under the NHIA’s intervention schemes. By integrating health insurance into road safety initiatives, we can reduce fatalities and long-term disabilities from road crashes,” Nasir noted.

 

Key Resolutions and Next Steps

 

At the end of the strategic meeting, the three agencies agreed on several joint action points aimed at operationalizing their collaboration under the NIIRA 2025 framework:

  1. Data Sharing Integration:
    NAICOM and FRSC will harmonize their databases to enable real-time verification of insurance status and vehicle ownership records.
  2. Joint Public Awareness Campaign:
    A nationwide sensitization campaign will be launched to educate motorists and the general public on the benefits of valid third-party motor insurance and adherence to road safety laws.
  3. Enforcement Committee:
    A joint enforcement committee comprising representatives from the three agencies will be set up to monitor compliance, address fake insurance policies, and ensure effective implementation of the NIIRA 2025.
  4. Insurance Verification in FRSC Operations:
    FRSC will integrate compulsory insurance verification into vehicle licensing, renewal, and road safety checks.
