President Bola Ahmed Tinubu has approved significant leadership changes in two key federal agencies, marking another step in his administration’s effort to strengthen institutional transparency and improve service delivery across strategic sectors.
In a statement issued on Tuesday, November 18, 2025, by Segun Imohiosen, Director of Information and Public Relations at the Office of the Secretary to the Government of the Federation (OSGF), the President confirmed the redeployment and new appointment affecting the Nigeria Extractive Industries Transparency Initiative (NEITI) and the National Inland Waterways Authority (NIWA).
According to the statement, Hon. Musa Sarkin Adar, who previously served as Chairman of NIWA, has been redeployed to assume duties as the new Executive Secretary of NEITI, the agency responsible for promoting transparency and accountability in Nigeria’s extractive industries.
To fill the leadership gap at NIWA, President Tinubu appointed Mukhtar Shehu Shagari, CFR, as the new Chairman of the agency. Shagari, a seasoned public figure, is expected to leverage his administrative experience to strengthen inland waterways management and support ongoing reforms in the maritime sector.
The President directed that both the redeployment and the appointment take immediate effect, reflecting his administration’s urgency in repositioning institutions crucial to national development.
President Tinubu urged the newly assigned officials to demonstrate patriotism, integrity, and commitment to public service delivery, emphasizing that their roles are central to advancing accountability frameworks and strategic reforms within the affected agencies.
The changes underscore the administration’s continued focus on improving governance structures, enhancing operational performance, and reinforcing public trust in regulatory institutions across the extractive and maritime sectors.
