The Bureau of Public Procurement (BPP) and the Standards Organisation of Nigeria (SON) have signed a Memorandum of Understanding to strengthen the application of Nigerian Industrial Standards (NIS) in Federal Government procurement processes, in support of the Federal Government’s Nigeria First policy.
The MoU was signed by both the Director-General of BPP, Dr. Adebowale A. Adedokun, FCIPS, FCILT, ACFE and the Director-General of SON, Dr. Ifeanyi Chukwunonso Okeke, ACTI, FCA, FMSN at the BPP headoffice in Abuja.
The MoU establishes a cooperation framework to ensure that goods, works and services procured by Government comply with relevant Nigerian Industrial Standards and encourages the adoption of local content and the use of Made-in-Nigeria products that meet approved quality benchmarks.
With the signing of the MoU, both institutions reaffirm their commitment to improving quality outcomes in Government projects and advancing transparency, competitiveness, and value-for-money in line with the Nigeria First policy.
In a major step toward strengthening Nigeria’s quality assurance framework in government contracting, the Bureau of Public Procurement (BPP) and the Standards Organisation of Nigeria (SON) have formalised a new Memorandum of Understanding (MoU) designed to embed Nigerian Industrial Standards (NIS) across all federal procurement processes.
The agreement, signed at the BPP Headquarters in Abuja, reinforces the Federal Government’s “Nigeria First” policy by mandating stricter compliance with approved national standards while promoting the use of certified Made-in-Nigeria products in public projects.
The Director-General of BPP, Dr. Adebowale A. Adedokun, FCIPS, FCILT, ACFE, and the Director-General of SON, Dr. Ifeanyi Chukwunonso Okeke, ACTI, FCA, FMSN, endorsed the MoU on behalf of both organizations. The signing ceremony was confirmed in a joint statement issued by Zira Zakka Nagga, Head of Press and Public Relations at BPP, and Talatu Ethan, Director of Corporate Affairs at SON.
According to the statement, the MoU creates a collaborative framework that will ensure government ministries, departments, and agencies (MDAs) procure goods, works, and services that meet relevant Nigerian Industrial Standards, thereby improving the quality and integrity of public projects.
The partnership will focus on:
- Institutionalizing NIS compliance in procurement evaluations.
- Strengthening local content participation and competitiveness.
- Ensuring contractors supply only certified, quality-assured products.
- Enhancing value-for-money outcomes and transparency in public spending.
- Advancing Nigeria’s economic growth through the promotion of local industry.
Both agencies emphasized that the agreement aligns with the Federal Government’s broader economic vision to stimulate domestic production, safeguard quality, and ensure that public funds are spent on compliant and globally competitive products.
With the MoU now in force, BPP and SON reaffirmed their joint commitment to raising procurement standards nationwide and ensuring that the Nigeria First policy becomes fully operational across all public institutions.
