BPSR Ranks NCC Among Top Three Federal MDAs for Best Website Performance in 2025

The Nigerian Communications Commission (NCC) has been ranked among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government in the 2025 Website Performance Ranking released by the Bureau of Public Service Reforms (BPSR), reaffirming the Commission’s leadership in digital governance and public service delivery.
The recognition comes barely three weeks after the NCC was listed among the top five best-performing Federal Government agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), highlighting the telecom regulator’s sustained investment in technology-driven efficiency and transparency.

According to the BPSR 2024/2025 scorecard, the NCC placed second overall out of 235 MDAs whose websites were evaluated nationwide. Galaxy Backbone Limited ranked first, while the Nigeria Export Promotion Council (NEPC) secured the third position.

The assessment was conducted using 14 key performance indicators, including compliance with the .gov.ng domain policy, website design and aesthetics, relevance and quality of content, alignment with MDAs’ mandates and government policies, site structure, responsiveness across devices, cybersecurity standards, load speed, usability and ease of navigation, uptime and availability, functionality, interactivity, accessibility and capacity-building features.

The ranking was officially announced at the unveiling of the Federal Government’s 2024/2025 MDA Website Scorecard held at the Federal Ministry of Finance Auditorium in Abuja on Monday, December 22, 2025. The award was subsequently presented to the NCC on Tuesday, December 23, 2025, at the BPSR headquarters in Abuja.

The website performance award is a critical metric under the National e-Government Masterplan, which evaluates Nigeria’s e-Government status and measures how effectively public institutions deploy digital platforms to deliver services to citizens.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services, Engr. Abraham Oshadami, described the recognition as a strong motivation for the Commission to deepen its digital transformation efforts.

“This award is another encouragement for the Commission to continuously improve as a public service institution by leveraging digital platforms, especially our website, to enhance service delivery to stakeholders in line with the Federal Government’s Ease of Doing Business policy,” Oshadami said.
Presenting the awards to the top-performing MDAs, the Director-General of the BPSR, Dr. Dasuki Ibrahim Arabi, commended the agencies for maintaining world-class websites that align with the Federal Government’s policy direction on efficient, transparent and citizen-focused service delivery.

Arabi noted that the 2024/2025 website ranking reflects the collective commitment of federal public institutions to transparency, accountability and openness in governance, while aligning with global best practices in digital service delivery. He explained that since the introduction of the annual website ranking exercise about six years ago, more MDAs have demonstrated readiness to embrace public sector reforms and adopt digital innovations in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration.

“The need to harness and deploy technological tools for service delivery has become imperative following the COVID-19 pandemic and the disruptions to socio-economic systems globally. This has driven the demand for competitiveness, cost-effectiveness and agile governance,” Arabi stated.
He added that as the engine room of governance, the public service must continue to deploy technological innovations and standardized digital platforms to meet citizens’ needs efficiently.
The BPSR Director-General further disclosed that the scorecard exercise is part of the Bureau’s broader reform mandate, which includes researching reform implementation, identifying and promoting best-practice models across the public service, improving access to government information, facilitating seamless transactions, curbing corruption and cyber-related risks, and expanding access to government services.

He emphasized the rigorous nature of the evaluation process, noting that members of the inter-ministerial scorecard jury subjected selected MDA websites to extensive scrutiny, with the outcomes passing through quality assurance validation before final approval.
The NCC’s latest recognition further strengthens its position as one of Nigeria’s most digitally responsive public institutions, setting benchmarks for effective web-based engagement, transparency and technology-driven service delivery across the Federal Government.
