In a remarkable affirmation of transparency and accountability, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has been ranked number one on the 2025 Integrity Report released by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).
The ICPC surveyed 357 Ministries, Departments, and Agencies (MDAs) across Nigeria, using its Ethics and Integrity Compliance Scorecard (EICS) to evaluate commitment to ethical standards. NUPRC achieved an impressive overall score of 91.83, signaling the Commission’s steadfast dedication to integrity, compliance, and good governance.
The milestone comes at a transformative moment for the Commission as Mrs. Oritsemeyiwa Eyesan officially assumes office as Chief Executive. Speaking during her first town hall meeting with management and staff on Tuesday, 23rd December 2025, Mrs. Eyesan outlined a bold agenda to reposition NUPRC as a business enabler and a catalyst for renewed investment in Nigeria’s upstream oil and gas sector.
“The goal is that we must enable the industry. We are regulators, but we must enable the industry through our interactions with stakeholders and partners,” she emphasized. “My main objective is to ensure that we make a difference. I believe the NUPRC is at the center of the industry.”
With over three decades of experience in the oil and gas sector, Mrs. Eyesan pledged to entrench digitisation, transparency, and operational efficiency across the Commission. She envisions NUPRC becoming the gold-standard regulator in Africa, underpinned by capacity development, stronger technical depth, and sustained engagement with stakeholders, unions, and professional teams.
On leadership, Mrs. Eyesan committed to an open-door policy, frequent staff engagement, and fostering a culture of collaboration. “If we work together, we can unleash opportunities. I don’t see impediments, only opportunities,” she added.

Experts observing the transition have lauded NUPRC’s integrity ranking and the new leadership’s ambitious agenda. Celestine Ukpong, an economist, remarked, “Achieving the top score in the ICPC Integrity Report is not just a symbolic victory; it reflects a culture of accountability that can attract more investors into Nigeria’s upstream sector.” Meanwhile, Peter Adebayo, FCA, highlighted that the Commission’s focus on digitisation and operational efficiency could transform regulatory oversight and drive industry growth.
As NUPRC enters this new phase, stakeholders and industry watchers anticipate a period of heightened transparency, increased production, and stronger regulatory governance, positioning Nigeria as a competitive player in the global upstream oil and gas landscape.
