NCC, NSCDC Warn Construction Firms Against Fibre-Optic Cable Damage, Threaten Legal Action

The Nigerian Communications Commission (NCC) and the Nigeria Security and Civil Defence Corps (NSCDC) have issued a stern warning to construction companies, contractors, government agencies, and private developers over the rising incidents of fibre-optic cable damage during roadworks and civil engineering projects across the country.

In a joint statement, the regulatory agencies emphasized that fibre-optic cables are vital national assets that underpin Nigeria’s digital economy, support emergency services, connect businesses, and facilitate government operations. They stressed that negligence or deliberate destruction of these infrastructures constitutes a criminal offence under the Designation and Protection of Critical National Information Infrastructure (CNII) Order 2024.

“Telecommunication fibre infrastructure is classified as Critical National Information Infrastructure. Any damage caused by unauthorized digging, construction activities, or failure to coordinate with relevant authorities will be treated as a criminal act,” said Mrs. Nnenna Ukoha, Head of Public Affairs at NCC, and ACC Babawale Afolabi, NSCDC National Public Relations Officer.

The agencies noted that offenders could face prosecution and penalties under existing laws, including the Cybercrimes (Prohibition, Prevention, etc.) Act 2015, warning that ignorance or negligence will no longer be excused.

The NCC and NSCDC outlined preventive measures for all stakeholders, including:
Conducting pre-construction verification of fibre-optic routes;
Collaborating with NCC, telecom operators, and NSCDC before and during construction;
Following approved excavation and right-of-way management guidelines;
Promptly reporting any accidental damage to enable rapid response and mitigation.

Members of the public are encouraged to report any fibre-optic sabotage or damage to the nearest NSCDC office, or via email at protect@ncc.gov.ng and cipu@nscdc.gov.ng, or by calling the 622 toll-free line.

The joint warning underscores the critical role of fibre-optic infrastructure in national security, economic stability, and public safety, urging strict compliance from all parties involved in construction and civil works.
