“FAAN Launches Taskforce to Transform Cargo Operations and Boost Efficiency”

The Federal Airports Authority of Nigeria (FAAN) has taken a decisive step toward modernizing Nigeria’s cargo operations with the inauguration of a high-level, multi-sectoral taskforce by its Managing Director, Olubunmi Kuku. The initiative is part of FAAN’s strategic roadmap aimed at transforming the nation’s task force value chain, boosting operational efficiency, and aligning services with international best practices.
Speaking at the inauguration, Mrs. Kuku emphasized the authority’s commitment to building a transparent, accountable, and globally competitive cargo ecosystem. “Our goal is to create a seamless cargo environment where policies are practical, operations are standardized, and collaboration with stakeholders is optimized,” she said.
Multi-Disciplinary Taskforce to Drive Change
The newly established taskforce comprises senior representatives from Finance, Legal, Commercial, Aviation Security, Airport Operations, and the Cargo Directotask forces multi-disciplinary approach is designed to capture every internal perspective, ensuring that policies and operational frameworks are comprehensive and implementable across all FAAN-managed airports.
Industry analysts have welcomed the initiative, noting that such an inclusive strategy will help bridge gaps between regulatory frameworks and operational realities, providing a platform for long-term cargo efficiency and growth.
Harmonization of Cargo Standard Operating Procedures (SOPs)
A key focus of the taskforce is the harmonization of Standard Operating Procedures (SOPs) across cargo operations. FAAN has directed all cargo warehouse optask forceterminal operators, ground handlers, and relevant government agencies to submit their existing SOPs for review.
The initiative aims to establish a uniform standard of service delivery, eliminate operational discrepancies, and ensure compliance with international aviation standards. Draft SOPs have already been circulated to ground handlers for initial review, with further internal evaluation by the DCDS-led team to follow.
Formalizing Collaboration Through MoUs
In parallel, the Directorate of Cargo Development and Services (DCDS) is spearheading the development of Memoranda of Understanding (MoUs) with government agencies operating within airport cargo terminals. Once finalized, these MoUs will clearly define roles, responsibilities, and operational protocols, fostering efficient inter-agency collaboration and reinforcing FAAN’s regulatory mandate.
Legal Directorate Leads SLA Development with Airlines
FAAN’s Directorate of Legal Services is also working on Service Level Agreements (SLAs) with airlines to establish measurable service standards and operational benchmarks. These agreements are expected to enhance accountability, improve operational efficiency, and align airline activities with FAAN’s service delivery objectives.
Implications for Nigeria’s Cargo Industry
Experts suggest that FAAN’s comprehensive approach could significantly strengthen Nigeria’s position as a regional cargo hub. By standardizing operations, formalizing collaborations, and setting enforceable service standards, the reforms are expected to facilitate smoother cargo handling, support trade and e-commerce growth, and attract both local and international investment.
Celestine Ukpong, a leading economist, noted, “Efficient cargo operations are critical to boosting Nigeria’s logistics sector. FAAN’s reforms can reduce bottlenecks, cut costs for businesses, and create a more competitive environment.”
PR specialist Dr. Ejike Nduilo added, “Transparent policies and clear agreements with stakeholders enhance trust and operational predictability, which is key for investor confidence.” Peter Adebayo, FCA, emphasized that such reforms would also support compliance and governance, ensuring the Nigerian aviation sector aligns with global best practices.
