As Climate Risks Mount: NiMet, REX Insurance Roll Out Weather Index Cover for Farmers

In a significant step toward strengthening Nigeria’s agricultural resilience, the Nigerian Meteorological Agency (NiMet) has partnered with REX Insurance Limited to roll out innovative weather index insurance products aimed at protecting farmers from the growing threat of climate shocks.
The collaboration, formalised through a Memorandum of Understanding (MoU), is designed to address one of the most pressing challenges facing Nigeria’s food systems—unpredictable weather patterns that increasingly disrupt farming cycles, reduce yields, and threaten rural livelihoods.
At the core of the initiative is a weather index-based insurance model that triggers payouts automatically when specific climate conditions—such as drought, excessive rainfall, or temperature extremes—reach pre-determined thresholds. This eliminates the delays and inefficiencies associated with traditional claims verification, ensuring that affected farmers receive timely financial support.
Speaking at the signing ceremony, Director General and Chief Executive Officer of NiMet, Charles Anosike, underscored the urgency of deploying science-backed solutions to mitigate climate risks in agriculture.
He noted that with over a century of meteorological data and observation, NiMet is uniquely positioned to provide the reliable climate intelligence required to power such insurance schemes. However, he warned that climate change is intensifying at a pace that demands innovative and collaborative responses.
“Agriculture today is increasingly vulnerable to climate variability, affecting not just crops but livestock, water resources, and the entire rural economy,” Anosike said. “This partnership represents a proactive approach to managing those risks through data and technology.”
A key feature of the initiative is the integration of crop calendar forecasting, which leverages climate data to guide farmers on optimal planting and harvesting periods. This predictive capability is expected to improve productivity while reducing exposure to adverse weather conditions.
Providing further insight into the partnership, Managing Director and CEO of REX Insurance, Ebelechukwu Nwachukwu, highlighted the company’s strategic evolution toward technology-driven and inclusive insurance solutions.
Tracing its roots to its establishment in 1918 as Royal Exchange Insurance, she said the company has undergone significant transformation to remain relevant in a rapidly changing risk environment. The collaboration with NiMet, she explained, reflects a deliberate effort to extend financial protection to underserved segments, particularly smallholder farmers.“Our goal is to empower farmers with tools that not only protect them financially but also help them plan better,” Nwachukwu stated. “With this partnership, index-based agricultural insurance will become more accessible, practical, and impactful.”
Industry observers say the initiative could mark a turning point in Nigeria’s agricultural insurance landscape, where penetration remains low despite high exposure to risks. By combining meteorological data with financial instruments, the scheme introduces a more efficient and scalable approach to risk management.
Beyond immediate benefits to farmers, the partnership also aligns with broader national priorities around food security, economic diversification, and climate adaptation. Agriculture remains a major employer in Nigeria, yet its vulnerability to environmental shocks continues to undermine its full potential.
In his concluding remarks, Anosike reaffirmed NiMet’s commitment to delivering accurate, timely, and actionable weather information, stressing that access to dependable data is the foundation of effective climate risk management.
He expressed confidence that the collaboration with REX Insurance will not only provide a safety net for farmers but also drive a cultural shift toward data-driven agriculture in Nigeria.
