Nigeria Begins Overhaul of Aviation Security Programme to Meet ICAO Global Standards

Nigeria has taken a significant step toward bolstering aviation security with the commencement of a comprehensive review of the National Civil Aviation Security Programme (NCASP) — a move designed to align the nation’s aviation safety framework with the International Civil Aviation Organization’s (ICAO) global security and safety standards.

The Nigeria Civil Aviation Authority (NCAA) disclosed this development via its official communication channels, confirming that the review exercise kicked off during the ongoing Nigeria Aviation Security (AVSEC) Workshop and Exercise, themed “Airport and Airspace Security: Functions of National Security.” The high-level workshop runs from October 13th to 17th, 2025, at the NCAA Annex, Lagos Regional Office, Ikeja.

The five-day event, jointly organized by the NCAA, Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA), and the Nigerian Air Force (NAF), brings together critical stakeholders from across the aviation and national security sectors. The collaborative effort is aimed at bridging existing operational gaps, fostering synergy among security agencies, and developing a more integrated approach to protecting Nigeria’s airports and airspace infrastructure.

According to the organizers, the review of the NCASP represents a strategic overhaul of Nigeria’s aviation security architecture, ensuring it meets the dynamic standards prescribed by ICAO while addressing the nation’s unique security realities. The review process will encompass key focus areas including intelligence gathering and sharing, security technology integration, capacity building for AVSEC personnel, and improved coordination mechanisms among all airport security stakeholders.

Industry analysts say this initiative underscores Nigeria’s renewed commitment to upholding international aviation security protocols, particularly at a time when global threats such as terrorism, cyberattacks, and smuggling are becoming increasingly sophisticated.

An NCAA spokesperson reaffirmed that aviation security is an essential component of national security and economic stability, noting that the review exercise will help “build a more resilient aviation security framework that inspires global confidence in Nigeria’s air transport system.

This development aligns with the federal government’s broader agenda to strengthen the aviation industry through policy reforms, safety audits, and regulatory modernization—ensuring that Nigeria remains compliant with ICAO standards and continues to serve as a regional hub for safe and efficient air travel.

As the review progresses, expectations are high that the outcomes will redefine Nigeria’s aviation security posture, making it not only compliant with international norms but also adaptive to emerging global aviation trends.
