Nigeria’s aviation sector has recorded a historic milestone, as the International Civil Aviation Organization (ICAO) formally acknowledged significant safety improvements across the country’s airports, marking a major leap in aerodrome operations and regulatory compliance.
The recognition followed the 2026 Coordinated Validation Mission (ICVM), which showed Nigeria’s Effective Implementation (EI) score rising sharply from 70.23% to 91.45%—well above the global average of 70.4%. The development signals a decisive shift in the country’s adherence to ICAO Standards and Recommended Practices (SARPs).
At the centre of this achievement is the transformation in the Aerodrome and Ground Aids (AGA) sector. From a relatively low score of 57.5% recorded during the 2023 Universal Safety Oversight Audit Programme (USOAP)—hampered by 53 unsatisfactory protocol questions—Nigeria has now attained a preliminary score of 95.16% as of April 2026.
Industry analysts describe the 37.90 percentage-point leap as one of the most significant safety turnarounds in Africa’s aviation space in recent years.
The progress is underpinned by strategic interventions led by the Federal Airports Authority of Nigeria (FAAN), including large-scale infrastructure upgrades, enhanced safety systems, improved technical documentation, and intensive capacity-building programmes for aviation personnel.
A defining outcome of these reforms is the certification and recertification of all five of Nigeria’s international airports. The milestone was sealed with the recent certification of Akanu Ibiam International Airport by the Nigeria Civil Aviation Authority.
This marks the first time Nigeria has achieved full certification of its international airports, positioning the country ahead of the continental average, where only about 50% of airports currently meet certification standards.
In a statement issued by FAAN’s Director of Public Affairs and Consumer Protection, Henry Agbebire, the Authority described the achievement as a validation of Nigeria’s steady progress toward global aviation best practices.
“This accomplishment affirms Nigeria’s steady trajectory toward global best practices and positions the country for ICAO Safety Recognition at the next Assembly,” the statement noted.
FAAN attributed the milestone to the collective efforts of stakeholders across the aviation ecosystem and the strong policy direction of the Federal Government.
The Authority specifically commended the Minister of Aviation and Aerospace Development, Festus Keyamo, for his leadership in driving sector-wide reforms, as well as the Director-General of NCAA, Chris Ona Najomo, for strengthening regulatory oversight and inter-agency collaboration.
Aviation experts say the improvement reflects not just compliance, but a systemic shift toward a safety-driven culture within Nigeria’s airport operations.
They note that while past audits exposed gaps in infrastructure, documentation, and oversight, recent reforms have addressed these deficiencies through sustained investment and coordinated institutional action.
As Nigeria consolidates these gains, FAAN has reiterated its commitment to maintaining a safe, secure, and efficient airport system that aligns with international standards and supports the growth of the aviation industry.
With the prospect of ICAO Safety Recognition on the horizon, stakeholders say the focus must now shift to sustaining the momentum and ensuring that safety improvements are continuously reinforced.
For Nigeria, the latest ICAO validation is more than a performance metric—it is a signal that the country’s aviation sector is entering a new era of global relevance and operational credibility.
