NCAA, FCCPC Move to Tighten Consumer Protection in Nigeria’s Aviation Sector

The Nigeria Civil Aviation Authority and the Federal Competition and Consumer Protection Commission have commenced strategic discussions aimed at strengthening consumer protection mechanisms within Nigeria’s aviation industry through a proposed Memorandum of Understanding (MoU).

The high-level engagement, which took place on Thursday, May 21, 2026, at the NCAA headquarters in Abuja, signals a renewed push by both regulatory institutions to improve passenger rights enforcement, dispute resolution, service accountability, and regulatory cooperation across the country’s air transport sector.

The FCCPC delegation was led by Assistant Director, Legal, Mrs Precious Ichoku, while the NCAA team comprised senior management officials responsible for consumer affairs, legal services, planning, and enforcement.

Among those present at the meeting were the NCAA Director of Public Affairs and Consumer Protection, Mr Michael Achimugu; Director of Legal Services, Mrs Mary Tufano-Eche; General Manager, Planning and Enforcement, Mrs Chinelu Daniels; Senior Special Assistant to the Director-General of Civil Aviation and Head of FO&A, Mrs Abdulmalik Ifueko; alongside other senior officials of the Authority.

The proposed collaboration is expected to deepen institutional coordination between the aviation regulator and Nigeria’s consumer protection commission, particularly in areas relating to passenger complaints, compensation claims, airline service delivery, market fairness, and regulatory enforcement.

Industry stakeholders believe the initiative comes at a crucial period when Nigerian air travellers are increasingly demanding stronger protections against flight delays, cancellations, poor customer service, ticket refund disputes, and other consumer-related concerns within the aviation ecosystem.

The meeting also reflects growing recognition by regulators that effective consumer protection in aviation requires closer inter-agency collaboration, especially as passenger traffic continues to rise and operational challenges persist across the sector.

Analysts say a formal MoU between both agencies could create a more structured framework for information sharing, joint investigations, enforcement actions, and public consumer education initiatives targeted at improving accountability among airlines and service providers.

The NCAA has intensified its efforts to enforce passenger rights regulations in recent years. At the same time, the FCCPC has continued to expand its oversight role across key sectors of the Nigerian economy, including transportation, telecommunications, and financial services.

Observers note that the partnership could further strengthen public confidence in Nigeria’s aviation industry by ensuring that consumer grievances are addressed more efficiently and transparently.
