NIMASA Launches Digital Seafarers’ Portal, Speeds Up Certification

The Nigerian Maritime Administration and Safety Agency (NIMASA) has launched a fully digital Seafarers’ Discharge Book Management Portal, marking another major step in Nigeria’s maritime digital transformation agenda aimed at improving regulatory efficiency, reducing processing delays and strengthening the credibility of Nigerian seafarers in the international shipping industry.
The platform, unveiled during the 2026 Day of the Seafarer celebration in Lagos, introduces an end-to-end electronic application and verification system expected to reduce manual documentation, improve transparency and enhance compliance with international maritime standards.
Key Facts
NIMASA has launched an online portal for the application and issuance of Seafarers’ Discharge Books.
The portal integrates with the National Identity Management Commission (NIMC) for National Identification Number (NIN) verification.
Applicants will complete biometric facial verification, upload STCW certificates and other professional documents digitally.
The system allows applications for new, replacement and temporary discharge books.
Digital review by the Shipping Master replaces much of the previous manual verification process.
Successful applicants automatically receive a unique Seafarers’ Discharge Book serial number.
The initiative forms part of NIMASA’s broader digital transformation strategy and Nigeria’s Marine and Blue Economy reforms.
A Seafarers’ Discharge Book serves as one of the most important professional identity documents for seafarers worldwide. It records a mariner’s sea service, vessels worked on, voyage history and employment record, making it an essential requirement for career advancement, certification renewals and employment by international shipping companies.
Historically, obtaining or replacing the document in Nigeria involved extensive paperwork, multiple physical visits and lengthy processing periods. Industry stakeholders have repeatedly advocated digital reforms capable of reducing delays, eliminating opportunities for document fraud and aligning Nigeria’s maritime administration with global best practices prescribed under the International Maritime Organization (IMO) and the International Labour Organization (ILO).
The launch comes as Nigeria seeks to strengthen its maritime workforce, improve port competitiveness and expand opportunities within the Federal Government’s Blue Economy agenda.
Speaking during the launch, NIMASA Director-General Dr. Dayo Mobereola described the portal as a major milestone in the Agency’s commitment to modernising maritime administration through technology.
According to him, the platform provides a seamless digital process beginning with NIN verification through NIMC, followed by account registration, email authentication using One-Time Password (OTP), live facial identity capture and electronic submission of mandatory professional documents.
He explained that every application undergoes digital assessment by the Agency’s Shipping Master before approval, after which applicants complete online payment and automatically receive a unique discharge book serial number.
Mobereola said the innovation would significantly reduce processing time, minimise manual intervention and strengthen the integrity, traceability and authenticity of Nigerian seafarers’ documentation.
He added that technology remains central to NIMASA’s vision of building a modern maritime administration that meets international standards while improving service delivery to industry stakeholders.
Independent checks captured by The Ameh News indicate that digitalisation of seafarer documentation has become a growing global trend among maritime administrations seeking to improve transparency, reduce forgery and accelerate regulatory approvals.

However, stakeholders note that the effectiveness of the new portal will ultimately depend on consistent system availability, efficient back-end processing, prompt customer support and cybersecurity safeguards capable of protecting sensitive personal data.

Responding to questions from The Ameh News, economist Celestine Ukpong described the portal as a strategic investment in Nigeria’s maritime competitiveness.
According to him, digital certification systems lower administrative costs, improve investor confidence and make Nigerian maritime professionals more attractive within the global labour market.
Financial analyst and Fellow of the Institute of Chartered Accountants of Nigeria (FCA), Peter Adebayo, said transparent digital documentation strengthens governance and institutional credibility.
He noted that reducing manual processing also limits opportunities for unofficial charges while improving audit trails and regulatory accountability.
Public relations and governance expert Dr. Ejike Nduilo, Founder of Henryjanleens, said the initiative demonstrates how digital innovation can improve public sector service delivery.
He added that beyond technology, NIMASA must sustain stakeholder engagement, continuous platform improvement and prompt technical support to maximise public confidence.
