The Honourable Minister of Aviation and Aerospace Development, Festus Keyamo (SAN), has led the Nigerian delegation to the International Civil Aviation Organization (ICAO) Air Services Negotiation Event (ICAN 2025), currently taking place in Punta Cana, Dominican Republic.
The high-level event, which gathers aviation policymakers, regulators, and airline executives from across the world, provides a global platform for countries to negotiate and formalize Air Services Agreements (ASAs). These agreements are essential for opening new air routes, strengthening bilateral relations, boosting tourism, and expanding trade opportunities.
Accompanied by the Director-General of Civil Aviation (DGCA), Capt. Chris Najomo, Minister Keyamo said Nigeria’s participation at ICAN 2025 reflects the Tinubu administration’s strong commitment to positioning the country as a key aviation hub in Africa and a serious player in international air transport diplomacy.
“Our presence here is not just about air routes — it’s about building economic and cultural bridges through aviation. We are working to create opportunities that will enhance trade, tourism, and investment for the benefit of Nigerians and the global community,” Keyamo said at the opening ceremony.
Capt. Najomo added that the Nigerian Civil Aviation Authority (NCAA) remains focused on aligning its regulatory frameworks with ICAO standards while ensuring safety, efficiency, and competitiveness across the nation’s air transport sector.
During the course of the negotiations, Nigeria’s delegation is expected to hold bilateral talks with several countries to review existing ASAs and explore new partnerships that could open fresh flight routes for Nigerian airlines to destinations in Europe, Asia, and the Americas.
Aviation experts have welcomed Nigeria’s active engagement at ICAN 2025, describing it as a strategic step toward strengthening the nation’s air connectivity and attracting new investments in the sector. They noted that with improved partnerships and infrastructure renewal, Nigeria could emerge as a preferred gateway for international carriers operating within Africa.
The participation of Keyamo and Najomo at ICAN 2025 underscores the federal government’s ongoing drive to modernize Nigeria’s aviation landscape and expand its footprint in global air transport negotiations.
