The Federal Government has called for sustained international humanitarian financing and stronger collaboration with the European Union (EU) and other development partners to address Nigeria’s growing humanitarian challenges and accelerate poverty reduction.
The appeal was made by the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, during a series of high-level meetings in Brussels, Belgium, where he engaged Members of the European Parliament, Leire Pajín and Hana Jalloul Muro, alongside senior European Union officials on the future of humanitarian assistance, social protection and sustainable development.
The Minister’s position was contained in a statement issued on his behalf by his Senior Technical Adviser on Information Systems and Data Analysis, Dr. Abimbola Fasanu.
During the engagements, Dr. Doro stressed that shrinking global humanitarian funding requires governments and development partners to adopt more efficient and coordinated approaches that maximize limited resources while delivering lasting benefits to vulnerable populations.
According to him, fragmented humanitarian interventions must give way to integrated systems that promote accountability, improve service delivery and produce measurable development outcomes.
Central to his presentation was Nigeria’s flagship reform initiative, the One Humanitarian–One Poverty Response System (OHOPRS), which he described as a groundbreaking national framework designed to harmonize humanitarian assistance, social protection and poverty reduction efforts under a single coordinated platform.
The Minister explained that the initiative seeks to eliminate duplication of programmes, strengthen transparency, improve coordination among stakeholders and provide sustainable pathways that move vulnerable citizens from dependence to resilience and economic empowerment.
“Our objective is to build smarter systems that maximize available resources and deliver lasting impact for vulnerable communities. Through stronger coordination and strategic partnerships, we can achieve greater efficiency and better development outcomes,” Dr. Doro said.
He also highlighted the scale of Nigeria’s humanitarian challenges, noting that insecurity, internal displacement, food insecurity and climate-related disasters continue to place millions of Nigerians in vulnerable situations.
Despite these challenges, he said the Federal Government, under the leadership of President Bola Ahmed Tinubu, has continued to strengthen humanitarian interventions, social protection programmes and economic empowerment initiatives through the Renewed Hope Agenda.
The Minister, however, emphasized that the magnitude of humanitarian needs across the country demands stronger international cooperation involving governments, donor agencies, humanitarian organizations and development institutions.
He called for greater investment in durable solutions for Internally Displaced Persons (IDPs) through expanded skills acquisition programmes, livelihood support, social inclusion initiatives and community resilience projects that would enable displaced persons to rebuild their lives with dignity and economic independence.
Dr. Doro also sought enhanced collaboration with the European Union in areas such as technical assistance, institutional capacity development, knowledge sharing and strategic partnerships to support the effective implementation of the One Humanitarian–One Poverty Response System and strengthen Nigeria’s humanitarian governance framework.
He commended the European Union for its continued commitment to global humanitarian action and expressed optimism that ongoing discussions on future humanitarian financing would strengthen international efforts to protect vulnerable populations, support host communities and promote long-term resilience.
Reaffirming Nigeria’s commitment to international cooperation, the Minister said the country remains ready to work closely with the European Union and other development partners to build a more coordinated, evidence-based and sustainable humanitarian system capable of responding effectively to emerging challenges while advancing the nation’s poverty reduction agenda.
