A 17-Year Pursuit Ends with a Landmark Arrest
For nearly two decades, Ogbonnaya Kevin Jeff evaded capture, orchestrating a vast international drug trafficking empire from the shadows. But on February 12, 2025, his reign came to a dramatic halt as operatives of the National Drug Law Enforcement Agency (NDLEA) apprehended him at his hideout in Ojo, Lagos.
NDLEA Chairman Brig. Gen. Mohamed Buba Marwa (Rtd.), in a special briefing on March 3, 2025, described the arrest as a major victory in the agency’s fight against transnational drug cartels. “This is a significant breakthrough in our efforts to dismantle drug trafficking syndicates operating within Nigeria,” Marwa stated. “We have been clear from the beginning—our primary targets are the drug barons who run these criminal networks.”
Jeff’s arrest was the culmination of years of intelligence gathering, surveillance, and international collaboration. His name had been on an INTERPOL Red Notice, with authorities in South Korea seeking his extradition for multiple drug trafficking offenses between 2023 and 2024.
A Web of Crime Across Continents
Jeff’s criminal operations stretched far beyond Nigeria’s borders. Investigations revealed that he recruited young Nigerians as drug couriers, sending them to South Korea with concealed narcotics. Many Nigerians arrested abroad for drug-related offenses were traced back to his syndicate.
His activities were meticulously planned. In October 2023, he shipped over 6kg of skunk hidden in dried chilies and jujube to South Korea, with the package arriving at Incheon Airport. Between December 2023 and April 2024, he orchestrated the smuggling of five kilograms of methamphetamine into the country using foreign couriers. The total street value of drugs linked to him in recent times exceeds ₦1.4 billion.
Jeff wasn’t just a trafficker—he was a mastermind. He laundered drug proceeds through the importation of electronics and other goods, cleverly disguising his illicit wealth. A search of his residence uncovered multiple Nigerian passports bearing different identities, many with South Korean visas, confirming his role in smuggling operations.
The Fugitive’s Past: A Cycle of Crime and Evasion
Jeff’s criminal history dates back to 2007 when he was convicted in South Korea and served a one-year prison sentence before being deported to Nigeria in 2008. Instead of going underground, he resumed drug trafficking, expanding his operations across Africa. His syndicate had members in Cameroon, Ghana, Burkina Faso, Liberia, and other parts of East and Southern Africa.
By 2024, the Seoul Central District Court had issued two arrest warrants against him for violating South Korea’s Narcotics Control Act, an offense punishable by life imprisonment.
NDLEA’s Message: No Safe Haven for Drug Barons
Marwa emphasized that Jeff’s arrest sends a clear message: Nigeria will not be a sanctuary for drug traffickers. The NDLEA, working with international partners, remains committed to dismantling illicit drug networks and ensuring traffickers face justice.
“The arrest of Ogbonnaya Kevin Jeff is an affirmation of our resolve,” Marwa declared. “No drug baron will find Nigeria a safe zone for distributing illicit substances or trafficking them abroad.”
With Jeff now in custody, the NDLEA has not only ended a 17-year manhunt but has also dealt a major blow to the international drug trade, reinforcing Nigeria’s stand against organized crime.
