Nigeria has taken a decisive leap toward transforming its aviation industry with the official unveiling of its Civil Aviation Master Plan (CAMP) at a global aviation forum in Marrakesh, where the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo, delivered a compelling address outlining the country’s bold vision for the sector.
The strategic document was presented by the International Civil Aviation Organisation during the opening session of the ICAO Global Implementation Support Symposium (GISS), marking a historic milestone in Nigeria’s aviation reform journey.
In his address, Keyamo described the Civil Aviation Master Plan as a “transformational blueprint” that will redefine the trajectory of Nigeria’s aviation ecosystem for decades to come. He emphasised that the plan is not just a policy document, but a clear commitment by the Federal Government to reposition the sector as a catalyst for economic growth, regional connectivity, and global competitiveness.
The Minister’s speech resonated strongly with international stakeholders as he highlighted Nigeria’s readiness to align with global best practices while addressing domestic challenges that have long hindered sectoral growth.
Keyamo also used the platform to speak at a high-level Ministerial Round Table on the “Future of Aviation Workforce in Nigeria,” where he delivered a powerful narrative on the urgent need to bridge the skills gap within the industry. He stressed that no aviation system can thrive without a well-trained and future-ready workforce, noting that Nigeria is investing in capacity development, training institutions, and partnerships to build a new generation of aviation professionals.
According to him, the rapid evolution of aviation technologies—from automation to unmanned aerial systems—demands a workforce that is both technically proficient and globally competitive. He reaffirmed the government’s commitment to creating policies that will encourage youth participation, innovation, and knowledge transfer across the aviation value chain.
The Civil Aviation Master Plan itself provides a comprehensive roadmap anchored on key pillars such as infrastructure modernisation, technological advancement, safety enhancement, and regulatory reforms. It outlines a phased approach to upgrading airport infrastructure across the country, including expansion of terminals, improved runway systems, and enhanced passenger and cargo handling capacity.
A major highlight of the plan is its emphasis on integrating advanced technologies into Nigeria’s aviation space. This includes the adoption and regulation of unmanned aerial systems (drones), which are expected to revolutionise sectors such as logistics, agriculture, surveillance, and emergency services.
Keyamo noted that embracing innovation will be critical to ensuring Nigeria does not fall behind in the rapidly evolving global aviation landscape. He called for increased collaboration between government agencies, private investors, and international partners to drive the successful implementation of the master plan.
Industry observers have described the presentation of CAMP as a turning point, noting that it provides a long-term vision backed by actionable strategies capable of addressing infrastructural deficits, operational inefficiencies, and policy inconsistencies.
