The Nigeria Civil Aviation Authority has intensified efforts to modernise Nigeria’s aviation regulatory framework with the rollout of a comprehensive digital transformation initiative designed to improve safety oversight, operational efficiency, and regulatory service delivery across the aviation industry.
As part of the process, the Authority has invited aviation stakeholders to a strategic engagement meeting on the implementation of its Personnel Licensing (PEL) and Medical Certification (MED) digital modules powered by the globally recognised EMPIC regulatory software platform.
In a press statement signed by Mr Michael Achimugu, Director of the Public Affairs and Consumer Protection Department, the NCAA said the engagement session would focus on the “PEL Licensing MED Certification System Go-Live Sequencing Programme,” a major milestone in the Authority’s ongoing digital transformation agenda.
According to the Authority, the stakeholders’ meeting is scheduled to take place on Tuesday, May 12, 2026, at the NCAA Training Hall in Ikeja, Lagos, commencing at 10:00 a.m.
The aviation regulator explained that the engagement was necessary to ensure seamless adoption and efficient utilisation of the new digital platform by aviation operators, aviation medical examiners, pilots, engineers, airline personnel, and other critical stakeholders within the aviation ecosystem.
The EMPIC deployment forms part of the NCAA’s broader strategy to automate core regulatory processes, reduce administrative bottlenecks, enhance transparency, and strengthen safety oversight in line with global aviation standards and recommended practices.
Industry analysts say the transition from manual and semi-automated processes to a fully integrated digital regulatory system could significantly improve response time, data management, licensing efficiency, and compliance monitoring within Nigeria’s aviation industry.
The Authority noted that the engagement meeting would provide participants with detailed insights into the operational workflows of the new system while clarifying regulatory expectations ahead of the official Go-Live phase.
“The meeting will focus on clarifying regulatory expectations and demonstrating key system workflows, reducing onboarding challenges and strengthening ecosystem readiness, and mitigating operational risks associated with the Go-Live and post-implementation phases of the PEL/MED modules,” the statement said.
The NCAA further stressed that the successful implementation of the digital platform would depend heavily on active collaboration between the regulator and industry stakeholders.
It therefore urged all relevant aviation operators, licensed professionals, training organisations, medical certification personnel, and aviation service providers to participate actively and ensure adequate representation at the meeting.
According to the Authority, the engagement is expected to create a smoother transition process for stakeholders while also addressing concerns related to system integration, operational adaptation, and post-deployment support.
Aviation stakeholders have continued to advocate for greater automation within the sector, arguing that digital regulatory systems would improve efficiency, reduce delays in licensing processes, minimise paperwork, and align Nigeria’s aviation industry with international best practices.
Experts also believe the EMPIC system deployment could enhance regulatory accountability and strengthen Nigeria’s reputation as one of Africa’s leading aviation markets.
The NCAA noted that the digital transformation initiative represents a major institutional reform aimed at building a more responsive, transparent, and technology-driven aviation regulatory environment capable of supporting the sector’s future growth and competitiveness.
“The NCAA urges active participation and adequate representation of all operators, aviation professionals including relevant aviation stakeholders. Your presence will honour this milestone and strengthen the legacy we are building together,” the Authority added.
The development comes amid increasing global adoption of digital aviation regulatory platforms by civil aviation authorities seeking to improve safety management systems, licensing administration, surveillance operations, and real-time regulatory oversight.
